Cities are large settlements of intelligent humanoids. They are usually smaller than a metropolis but bigger than a town, and have many buildings, including a bank, a flight path, and an inn. Non-neutral NPC cities may not have a bank.
The distinction between cities and towns can be fuzzy, but all cities have an inn, auction house or bank, and many permanent buildings.
